This picture popped up in my Facebook feed the other day, and I decided today I just had to learn more about this machine. I was sorely afraid that my search would turn out fruitless, but I was saved by a thread on Reddit. Someone on there actually knew this guy, and provided some additional details. A guy named Rick Sullivan used two go kart frames for the "real" wheels, for the low profile you see here. There was also a link provided to a video that Rick posted on facebook, in which you can see that the wheels on top (bottom?) Spin as well.
